Perhaps you could detail what you have in mind.
Do you mean binary encoding to the 64th bit (2 to the 64th)?
If so, you have a binary level as well.

When Alta Vista hit the web with its super fast text searches,
the trick seemed to be a translation table for the English language
made with a 64 bit code. Is this similar to your proposed standard?
